All These Things I've Done - Gabrielle Zevin

I had high hopes for this book.  Not only was it a dystopian novel (that I love), but I have loved other novels written by Zevin, especially Elsewhere.

Annie lives in a world where chocolate and coffee are illegal.  Paper and water are limited and you have to pay to use.  And her family is in the middle of a black market for one of the biggest products - chocolate.  Responsible for her older brother Leo and her younger sister Natty, Annie has to balance on the delicate line of the responsibility to her father's memory and keeping her family safe.
